MEXT International Cooperation Initiative

Project period 2007 - 2009

"Functional Enhancement of Faculty of Engineering in Developing Countries through University-Industry Cooperation"

Establishing internationally competitive and mature industries is often a challenging issue for many developing countries. Financial restrictions of their governments often hinder adequate investments to education and research in universities. In such a case, it is deemed significant to enhance functions of engineering universities in developing countries by accelerating their university-industry cooperation.

With support from the Ministry of Education, Culture, Sports, Science and Technology, Japan (MEXT) under its "International Cooperation Initiative" program, ICCEED conducted this project from FY2007 till FY2009 to study and establish a system to promote sustainable university-industry cooperation with University of Moratuwa (Sri Lanka) acting as the model university and, in March 2020, formulated the Guidelines for Univeristy-Industry-Governemnt Cooperation Promotion Projects in Developing Countries.

Higher Education Development Support (HEDS) Project

This program started through Japan-USA-Indonesia tripartite cooperation to improve the quality of engineering education at universities located in Sumatra and the Kalimantan Islands as a part of a regional development policy adopted by the Indonesian Government.

Project period 1990 - July, 2002

This project was started to develop community of Indonesia by enhancing universities in Sumatra and Kalimantan Islands, mainly led by the government of Indonesia, United States Agency for International Development, and Japan International Cooperation Agency (JICA).

JICA supported to develop teaching and research ability of teaching staff in targeted 11 universities. A national committee was organized as a supporting organization, including Toyohashi University of Technology, Saitama University, Tokyo Institute of Technology, and Nagaoka University of Technology.

Toyohashi University of Technology actively took part in this project by dispatching 131 members in total as long-term and short-term experts, and by accepting 126 trainees.

Project on Networked Multimedia Education System in Malaysia

Project period 2001 - June, 2004

Malaysia established Multimedia University in 1999 to foster engieers on information technology and multimedia.

Japan International Cooperation Agency conducted this technical cooperation project to construct a networked multimedia education system.

Toyohashi University dispatched academic staff as long-term experts to this project.

African Institute for Capacity Development

Project period 2000 -

African Institute for Capacity Development (AICAD) is an international organzation to develop human resources for social and economical development and poverty reduction in the eastern part of Africa, Kenya, Tanzania, and Uganda.

AICAD has been supported mainly by technical cooperations by Japan International Cooperation Agency.

Toyohashi University of Technology dispatched academic staff as a national committee member and a short-term expert.

Project for Human Resource Development in Information Technology through Capacity Building of University of Colombo School of Computing

Project period June, 2002 - May, 2005

This is a technical cooperation project by Japan International Cooperation Agency for School of Computing at University of Colombo. Its main purpose is to enhance ability to conduct web-based training in the university.

Toyohashi University of Technology dispatched academic staff as a national committee member and short-term experts to this project.

Seminars on International Cooperation for Students

period 2006 - 2009

Seminars on International Cooperations for Students were held to provide students in Toyohashi University of Technology information on a wide variety of activities for international cooperation and on how to be engineers in the global world.

We invited former students of Toyohashi University of Technology and other universities for science who were Japan Overseas Cooperation Volunteers as speakers.

Project Development, Survey, and Evaluation for Engineering Education

period 2002 - 2010

ICCEED conducted international cooperation on engineering education, proposed and surveyed development assistance, built a system to evaluate projects, and cooperated with projects by Japan International Cooperation Agency and Japan Bank for International Cooperation.

Project Evaluation

As Japan International Cooperation Agency-sponsored research, ICCEED surveyed approaches in the HEDS project, and analyzed the project in terms of effective technology transfer and applicability of similar projects. The result was compiled in the report "Basic research on effective technology transfer in engineering education."

Toyohashi Tech International Research Project

From 2010 till 2011, Toyohashi University of Technology started in 2010 "Toyohashi Tech International Research Project" as an ICCEED partnership project, which aims at enhancing its university-wide, institutional and coordinated international collaborative relationship.

The University selected a project entitled "Dynamic Analysis of Pollutants in Water Environment and Construction of Water Environment Research Network in Indonesia" for FY2010 and FY2011, led by Professor Takanobu Inoue, Department of Architecture and Civil Engineering.

The project was conducted in collaboration with Bandung Institute of Technology(ITB) , Gadjah Mada University, and many other universities in Indonesia.

Capacity Building of HCMUT

The project that ICCEED had been promoting in cooperation was officially started as JICA technical cooperation project in January 2006 as a three-year project (Phase one, from January 2006 to December 2008).

The second phase started from January 2009.The Center sent one of the staff to Ho Chi Minh City University of Technology (HCMUT, Vietnam) as a long-term expert in Phase one.It continues to support this project.

Cooperation in Project Formulation to Enhance Local Industry through University-Industry-Government Linkage

With University of Moratuwa (UoM) in Sri Lanka, ICCEED conducted the project of "Functional Enhancement of Faculty of Engineering in Developing Countries through University-Industry Cooperation" in MEXT International Cooperation Initiative Program from 2007 till 2009.

This project built a framework for university-industry linkages in UoM such as establishing a university-industry linkage mechanism.

On the basis of the achievement, ICCEED developed a new project proposal with UoM and other institutions to increase productivity of local industry and quality of engineering education in UoM through enhancing activities for its university-industry-government linkage.
